The Federal Bureau of Prisons (FBOP) operates Federal Correctional Institution, Manchester (FCI Manchester), a medium-security federal prison for male offenders, with an adjacent minimum-security prison camp. FCI Manchester houses over one thousand inmates and is managed by FBOP under the U.S. Department of Justice. Their facility provides security, custody, and inmate services, including medical, dental, radiology, education, and rehabilitation programs.

Certified Phlebotomy Technician
Federal Bureau of Prisons, FCI/FPC Manchester, 805 Fox Hollow Road, Manchester, KY 40962
Schedule: Monday–Thursday, 7:00 AM–3:30 PM (32 hours/week max)

Position Summary
The Certified Phlebotomy Technician supports the Health Services Unit by performing specimen collection, lab processing, vital signs, and documentation within a correctional clinical setting. The role ensures proper preparation, shipment, and logging of all laboratory work in accordance with federal guidelines

Key Responsibilities:
  • Obtain vital signs, weight, and scan lab results into BEMR
  • Perform specimen collection, processing, packaging, shipment, and logging
  • Support A&O, DNA, vaccine programs, PPD testing
  • Ensure lab reports are processed, documented, and filed
  • Maintain lab manuals, procedures, and required certifications
  • Assist with CLIA recertification, equipment maintenance, and supply needs
  • Support the HSA and Clinical Director in lab policy development

Qualifications:
  • Valid Kentucky certification as: Medical Assistant, Laboratory Assistant, EMT, or Phlebotomist
  • CPR certification (AHA or Red Cross)
  • Experience with specimen collection and lab documentation
  • Experience in correctional healthcare preferred
  • Three letters of reference required
  • Must provide resume, diplomas/certificates

Health & Security Requirements:
  • Free of communicable diseases
  • Must provide TB and communicable disease testing
  • Must pass a federal background check and comply with correctional procedures
